Grants Administration Counter Fraud Toolkit
The Grants Administration Counter Fraud Toolkit is designed to help Australian Government officials identify and manage fraud and corruption risks in the grants administration process from design to implementation.
Australian Government entities must have a good understanding of fraud and corruption risks to put in place effective controls to reduce these risks – including detective and investigative controls to deal with fraud that is not prevented. The toolkit provides guidance on:
- vulnerabilities across the grants lifecycle
- useful controls to prevent, detect and respond to grant fraud and corruption.
The toolkit was developed in consultation with the Australian Federal Police and the Department of Finance. Additionally, we received feedback from the two grants hubs and the National Indigenous Australians Agency.
In October 2024 we updated the toolkit to:
- reference the Commonwealth Grants Rule and Principles 2024 (CGRPs) which came into effect from 1 October 2024
- reference the new Commonwealth Fraud and Corruption Control Framework 2024 and the Commonwealth Risk Management Policy
- provide up-to-date case studies on fraud and corruption in grants programs.
