The Commonwealth Fraud Prevention Centre within the Attorney-General's Department was established in July 2019 to strengthen the counter-fraud capability of Australian Government entities.

Since then, we have built a strong and trusted reputation among our stakeholders and international partners. We have:

  • published over 35 leading practice guides, toolkits and reports
  • developed internationally-recognised innovations such as our Fraudster Personas
  • provided direct support in areas such as fraud control, risk assessment, control testing, data sharing and fraud data analytics
  • directly uplifted the capability of officials across the APS through our award-winning Counter Fraud Practitioner Training Program.

In 2023-24, we updated the Commonwealth’s counter-fraud policy with the rollout of the new Commonwealth Fraud and Corruption Control Framework. In 2024-25, we will continue to engage across the government in helping entities implement the new framework.

General support to strengthen Australian Government counter-fraud arrangements

If you're an Australian Government entity, we’re here to help. We:

  • publish free and accessible guidance, tools and information to help you prevent, detect, respond to and report fraud
  • facilitate discussion and collaboration through events, forums, practitioner networks and subject-matter-specific working groups to approach collective challenges and solutions together
  • provide training and workshops to build counter-fraud expertise across the Australian Government
  • develop a better evidence base and understanding of the problem of fraud in Australia.

Direct support for entities looking to improve capability

If you're an Australian Government entity looking to take proactive steps to develop your counter-fraud capability, we can help you to:

  • design fraud-resilient policies and programs
  • improve your fraud and corruption risk assessment processes
  • implement processes to test your programs and functions for vulnerabilities
  • share and analyse data to find and prevent fraud
  • identify how to measure fraud in your entity and the impact of your counter-fraud activities
  • prepare compelling counter-fraud narratives and investment cases.

Mutual support for entities with established capabilities

If you're an Australian Government entity, integrity agency or regulator with more established capability, we can:

  • promote and support your initiatives
  • share your experience and capability with others to help them find and prevent fraud in other government programs and policies
  • provide a united position on key policy issues
  • deliver joint projects and activities that help maintain and improve Australia's security and integrity frameworks.

Our 2024-25 focus

Equip

We will equip Australian Government entities with leading practice guidance and tools to strengthen counter-fraud capability. In 2024-25, we will produce guidance on how to:

  • counter fraud during policy and program design and implementation
  • control fraud risk
  • measure fraud loss, in collaboration with the International Public Sector Fraud Forum
  • counter fraud in procurement
  • self-assess your entity’s counter-fraud and anti-corruption capability.

We will also:

  • grow the online case studies register
  • maintain and grow counterfraud.gov.au as the central hub for counter-fraud policy and practice in the Australian Government.

Enable

We will enable Australian Government entities to respond to emerging issues, connect, collaborate, and share data and information. In 2024-25, we will:

  • continue to support practitioners to understand and implement the new obligations in the Commonwealth Fraud and Corruption Control Framework
  • facilitate practitioner networking groups that bring together subject experts to share guidance and experience from across the Australian Government
  • release a regular newsletter
  • continue to represent Australia at a range of international forums
  • strengthen our formal partnership with the UK’s Public Sector Fraud Authority to better learn from the UK and share those lessons with stakeholders in the Australian Government
  • build awareness of the counter-fraud landscape and the opportunities for synergies across entities and frameworks to achieve shared objectives.

Empower

We will empower Australian Government entities with a better evidence base and understanding of fraud so they can influence positive change. In 2024-25, we will:

  • work with the APSC’s APS Academy to update fraud and corruption awareness induction training for all APS employees
  • revise the Counter Fraud Practitioner Training Program to incorporate anti-corruption training
  • collaborate with the Australian Institute of Criminology to make ongoing improvements to the Fraud Census and obtain greater insights from available data
  • deliver Counter Fraud Practitioner Training Programs in a variety of locations for our Australian Government counter-fraud practitioners
  • work with key stakeholders on how to self-assess their counter-fraud and anti-corruption capability.
