This International Public Sector Fraud Forum (IPSFF) Fraud Loss Measurement Framework was produced in collaboration with the United Kingdom’s Public Sector Fraud Authority and the Commonwealth Fraud Prevention Centre. The framework sets out key principles and processes for conducting fraud loss measurement exercises within public sector organisations to help provide credible estimates of the levels of fraud and error an organisation is potentially exposed to.
